Winchester MP Steve Brine has congratulated the area's newest councillor after the Conservatives retained the Upper Meon Valley seat at a by-election.
Hugh Lumby won the seat and will join the ruling Conservative group at the Guildhall for a ward which is largely in the Meon Valley parliamentary constituency but encompasses the village of Chilcomb and part of the Alresford Road in Steve Brine's Winchester & Chandler's Ford seat.
Steve said; "It has been a pleasure to meet Hugh during the campaign and I look forward to working with him. He deserves great credit for keeping his cool and fighting a positive campaign in the face of the usual negativity from leftfield."
The contest was caused by the sitting councillor, who was only re-elected in May, moving out of the area due to personal problems.
